During a working meeting on the implementation of the Digital Qazaqstan project, President Kassym-Jomart Tokayev instructed the government to prepare a comprehensive development plan for Kazakhstan’s cryptocurrency and digital assets industry, according to Qazinform News Agency, citing the Akorda press service.
President Tokayev emphasized the strategic importance of launching two supercomputers in the country, stating that these machines will strengthen Kazakhstan’s technological sovereignty and support the expansion of its digital infrastructure.
The President highlighted the need to clearly assign responsibility for data management across government agencies. He stressed that heads of all governmental bodies must be personally accountable for the quality and integrity of the data their agencies handle. He also noted that building a comprehensive national data management system will be a major step toward recognizing data as a key economic asset, enabling better policy-making and boosting digital governance.
President Tokayev addressed the development of the cryptocurrency sector in Kazakhstan, noting that legislative reforms aimed at creating a full regulatory framework for the industry will come into effect in May this year. He instructed financial regulators, in coordination with the government and law enforcement, to design a plan for the digital assets sector that ensures financial stability, while effectively preventing fraud and illegal capital outflows.

The Head of State stressed the critical importance of protecting personal information and preventing unauthorized access. He warned that every data breach undermines public trust in government institutions. Tokayev also stated that if citizens approve the draft of the new Constitution, the protection of personal data will become a constitutional obligation.
During the meeting, reports were presented by Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development, Zhaslan Madiyev, Minister of Education Zhuldyz Suleimenova, Minister of Science and Higher Education Sayasat Nurbek, Minister of Finance Madi Takiyev, Minister of Industry and Construction Yerssaiyn Nagaspayev, and Minister of Transport Nurlan Sauranbayev.
The President was also briefed on digital initiatives from the Supreme Court and Court Administration, the National Bank, and JSC Samruk-Kazyna, highlighting the role of technology in enhancing public services and administrative efficiency.
Leaders of government agencies and JSC Samruk-Kazyna presented updates on current digital transformation projects and shared plans for further digitizing the economy and public administration systems. These initiatives aim to improve efficiency, increase transparency, and strengthen Kazakhstan’s position as a regional leader in digital governance.
