The newly established entities will provide the legal, governance, and operational structure required to develop, finance, and manage AI infrastructure projects across the continent.
The move represents the next phase of Phoenix’s European expansion strategy following its agreement with France-based DC Max to develop an AI-ready data center in Lyon.
Rather than representing a new project announcement, the corporate setup marks a transition from planning and partnership formation toward execution.
Phoenix said the European platform will support Project Lyon and future AI infrastructure developments across the region.
The company did not disclose additional operational details regarding the newly formed entities but said establishing the corporate framework is designed to ensure that future deployments are supported by the required legal, financial, and operational infrastructure.
The move comes as AI data center development becomes increasingly dependent not only on capital and computing capacity, but also on local regulatory structures, market access, and long-term operational planning.
Phoenix’s European expansion is part of a broader strategy to extend its infrastructure capabilities beyond Bitcoin mining into AI and high-performance computing.
The company has previously positioned its mining operations, which require access to power, cooling systems, and large-scale infrastructure management, as a foundation for entering the wider compute market.
Project Lyon represents the first deployment under Phoenix’s European AI infrastructure platform, which the company aims to scale across additional markets.
The company’s Q2 2026 results also highlighted AI infrastructure expansion as a key area of strategic development alongside its existing digital asset infrastructure operations.
