The Bank for International Settlements tested the XRP Ledger as a public verification layer for official economic statistics, recording cryptographic fingerprints of datasets on-chain to confirm their integrity without storing the underlying data on the blockchain.
The Bank for International Settlements (BIS) has tested the XRP Ledger as a public verification layer for official economic statistics, using blockchain technology to create a permanent record that can help determine whether a published dataset has been altered.
The experiment addresses a basic challenge in digital statistics: how can users verify that a dataset downloaded from an official source is identical to the version originally published?
Official statistics are increasingly distributed through digital platforms and consumed by automated systems, including AI-based tools. While SDMX, the international standard used to exchange official statistics, supports the publication and distribution of structured data, the BIS said additional mechanisms could help users verify the provenance and integrity of published datasets.
The BIS prototype adds an independent verification layer by generating a cryptographic fingerprint of a dataset and recording its root on the XRP Ledger.
The record is stored through a Payment transaction using the ledger’s memo field, allowing the blockchain to preserve the cryptographic information needed to later verify whether the dataset matches the version registered by the publisher.
The approach does not require the underlying statistical dataset to be stored on the blockchain. Instead, the ledger acts as a public record against which a dataset’s fingerprint can be checked.
The BIS paper describes a proof of concept implemented on the XRP Ledger’s DevNet.
According to the researchers, the prototype was designed to take advantage of the ledger’s low transaction costs and relatively fast confirmation times. Under the controlled test conditions, the system recorded a median publication latency of approximately three to five seconds, while verification took around one to two seconds.
The prototype was built around SDMX, although the authors said the same architecture could potentially be extended to other structured reporting formats, including XBRL.
The proposed architecture could therefore provide statistical publishers with a way to create an independently verifiable record without changing the underlying data-distribution infrastructure.
The XRP Ledger test does not represent an official BIS endorsement of the network or an announcement of plans to deploy the system in production.
The experiment remains a proof of concept designed to examine whether distributed ledger technology can address data-integrity and provenance challenges surrounding official statistics.
Nevertheless, the test highlights a less conventional application for blockchain infrastructure: using a public ledger not to issue or transfer digital assets, but to provide an independently verifiable record of information published by institutions.
The use case also demonstrates how blockchain networks such as the XRP Ledger could potentially serve as verification infrastructure for structured economic and financial data, beyond their more familiar applications in payments and digital assets.
