Abu Dhabi to Unveil AI-Powered Government of the Future with TAMM 4.0

Abu Dhabi is pushing forward with one of the world’s most ambitious government digital transformations, announcing that its AI-driven ecosystem is nearing full-scale implementation across all departments.

The announcement comes as the Government Enablement Department prepares to unveil TAMM 4.0, the emirate’s next-generation digital platform, during GITEX 2025 in October.

TAMM 4.0: AI at the Core of Government Services

Described as one of the most advanced government platforms globally, TAMM 4.0 aims to redefine the relationship between citizens and the state. The platform integrates artificial intelligence to deliver proactive, predictive, and personalized services, including:

  • AI-powered coordination of services using machine learning to anticipate outcomes.
  • A multilingual virtual assistant offering tailored guidance to residents in more than 15 languages.
  • Automated decision-making for routine approvals and compliance, freeing government staff to focus on higher-value tasks.

“This is about building a government that is simple, smart, and responsive,” said H.E. Ahmed Tamim Hisham Al Kuttab, Chairman of the Government Enablement Department. “TAMM 4.0 embodies this vision in a practical and tangible way.”

From Pilots to Full Implementation

Abu Dhabi has already deployed more than 100 AI use cases across 40 government entities, moving decisively from pilot projects into operational rollout. Applications include proactive service delivery linked to citizens’ life stages, real-time economic activity analysis, and compliance monitoring.

The emirate is also embedding AI into community engagement. AI Majlis workshops, modeled on traditional Emirati gatherings, offer an open space for citizens and residents to discuss everyday applications of AI and its ethical use. This approach blends cultural heritage with technological innovation, ensuring inclusivity in the digital transition.

Workforce Transformation

A key pillar of the strategy is preparing government employees for the AI era. Over 95% of Abu Dhabi’s 30,000-strong workforce has completed comprehensive AI training programs. These initiatives combine technical upskilling with ethical guidelines, equipping civil servants to apply AI responsibly in ways that enhance, rather than replace, human-centered public services.

To reinforce this shift, Abu Dhabi has created new leadership roles across its departments, including Chief Digital and AI Officers, tasked with driving innovation and governance.

Strategy 2025–2027: A Vision for Global AI Leadership

Backed by a AED 13 billion ($3.5 billion) investment, Abu Dhabi’s digital government strategy for 2025–2027 seeks to make the emirate a world leader in AI-powered governance by 2027. Its goals include:

  • Full adoption of sovereign cloud infrastructure.
  • Seamless integration of AI across all services.
  • A unified digital framework supporting data-driven decision-making.
  • Robust cybersecurity to safeguard trust.

By 2027, officials envision a government that is predictive, transparent, and citizen-centric, delivering services proactively, strengthening public trust, and offering a global model for the ethical use of AI in governance.
