H.E. Dr Aisha Bint Butti Bin Blshr, is Director General of Smart Dubai Office, the government entity currently charged with overseeing Dubai’s City-wide smart Transformation and coordinating public and private sector efforts to make Dubai a benchmark for smart cities around the world.
She previously held the positions of Assistant Director General of the Executive Office of His Highness Sheikh Mohammed Bin Rashid AL Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. Prior to that, she held the position of Assistant Undersecretary for Support Services at the Ministry of Labor UAE.
Dr. Aisha Holds a PHD in Management Science, technology and Innovation. She also holds a Master of Philosophy in Policy and Research on Engineering Science and Technology from Manchester Business School.
She has been awarded the Leading Woman in Public sector 2015 from the Global Women in Leadership WIL Economic Forum. In addition she has been awarded the ME Women Leader in Corporate Management Excellence by the ME Women Leaders Excellence Awards.
Today Dr. Aisha Bin Bishr and her team at Smart Dubai have been entrusted with the implementation of Blockchain across the entire Dubai government entities where applicable, and in the implementation of Blockchain As A Service for private entities to engage with the Dubai government.

Oliver Bussmann is a globally recognized technology thought leader and driver of large-scale transformation at multinational organizations. From 2013 to 2016 Bussmann was Group Chief Information Officer of UBS, where he successfully led a major IT transformation effort, instituted a new group-wide innovation framework and established UBS as a pioneer in the development of blockchain for use in financial services. Prior to joining UBS Bussmann was Global Chief Information Officer at SAP, where he also spearheaded significant technological transformation, and before that CIO for North America & Mexico at Allianz. Previous roles have included executive positions at Deutsche Bank and IBM.
Bussmann’s achievements have been widely recognized. He was named COO/CTO of the year by Financial News/The Wall Street Journal, European CIO of the Year by INSEAD/CIONET, received the Elite 8 Award, which is given to the most innovative leaders in technology working in capital markets by Wall Street & Technology Magazine, and has twice been included on the Financial News “FinTech 40” list of innovators shaping the future of finance.

Hon. Silvio Schembri is the parliamentary Secretary for Financial Services, Digital Economy & Innovation at the office of the Prime Minister Malta.
Silvio Schembri was elected to Parliament in 2013 and was re-elected in 2017 on two districts obtaining the highest number of votes on district 6. At the age of 18 he contested the Local Council elections of his hometown, Luqa, where he was elected alongside his father John who has since occupied the post of town mayor.
During the 2013-2017 Labour government Hon. Schembri was appointed by the Prime Minister to serve as the Chairperson for the Economic and Financial Affairs Parliamentary Committee, entrusted to lead critical discussions on the financial development of the Maltese economy.
Prior to becoming a Member of Parliament, Hon. Schembri worked as an EU Fund Manager with the GAL Xlokk Foundation, advising private and public institutions including local councils within the southeastern Maltese territory, to access EU funding for capital and social projects aimed at helping further economic and cultural development.
Through his efforts, Hon. Schembri contributed significantly for various projects designed to improve the social and environmental dimensions of various localities to be implemented. His sterling work within several communities served as a stepping stone for Silvio to secure his place within the Maltese Parliament in 2013.
He graduated with Honours and a Master in Economics at the University of Malta where he is today a visiting lecturer in economics and finance.

Jehan Chu is a Managing Partner at Kenetic Capital (formerly Jen Advisors), a Blockchain and Cryptocurrency investment firm. He is a graduate of Johns Hopkins University.
He is a former front-end developer with over ten years’ experience in web and enterprise application development, and has been a cryptocurrency investor since 2013.
Jehan founded the Ethereum HK community (2014), (sponsored by InvestHK), co-Founded the Bitcoin Association of Hong Kong (2014) and founded the Hyperledger HK community (2016).
Alongside the Hong Kong Monetary Authority, Jehan serves as co-Chairman of the Hong Kong Fintech Association Blockchain Committee. Paolo Tasca is a Digital Economist specialising in P2P financial systems. An advisor on blockchain technologies for different international organisations including the EU Parliament and the United Nations, Paolo is founder and Executive Director of the Centre for Blockchain Technologies (UCL CBT) at University College London. Previously, he was Lead Economist on digital currencies and P2P financial systems at Deutsche Bundesbank, Frankfurt.
Paolo is the co-author of the bestseller “FINTECH Book” and the co-editor of the book “Banking Beyond Banks and Money”. He has been Associate Editor of the Journal of Risk Finance since 2016 and Guest Editor of the Journal of Digital Banking since 2017. In addition, he is author of various scientific papers about blockchain, which have been published by prestigious international scientific journals, such as the Harvard Business Review.
As Executive Director of the UCL CBT, Paolo is also directly involved in various research projects concerning different application fields of blockchain technologies. Among them, the BARAC Project (Blockchain technology for Algorithmic Regulation and Compliance) supported by EPSRC, and the P2P-IoET Project (The Internet of Energy Things: Supporting peer-to-peer energy trading and demand side management through blockchains) supported by Lloyds Register Foundation.
Dr Tasca holds an M.A in Politics and Economics (summa cum laude) from the University of Padua and a M.Sc. in Economics and Finance from Ca’ Foscari, Venice. He did his PhD studies in Business between Ca’ Foscari Venice and ETH, Zürich. His doctoral dissertation on Systemic Risk in financial markets was subsidized by the Swiss National Science Foundation with more than 500.000 Euros.

Sam is on the board of the Crypto Valley Association.
In 2006, Sam joined Thomson Reuters in New York within the product marketing and strategy team for Investment Management and Investment Banking products In 2013, Sam moved to Canton Zug, Switzerland as Director of Strategy and Innovation, specializing in evolving the company’s businesses in blockchain, digital identity and alternative finance. Before joining Wanxiang, Vincent was the General Manager of IBM Greater China’s New Business Initiatives organization, where he was responsible for IBM Greater China’s new technology landing, strategic partnership, and ecosystem development. Julio heads R&D in Santander's Innovation Division. He executes major innovation projects globally. He also leads new business incubation and venture creation efforts, and actively contributing to Santander's M&A and Venture Capital activity in Fintech.
He leads Santander's activities around Blockchain, distributed ledgers and smart contracts, and has founded Santander's crypto Lab, a collaborative space to bring Blockchain technology to the market both applying it within Santander Group as well as in partnership with other leading banks and specialized technology players.
He is the chairman of the Enterprise Ethereum Alliance, the chairman of Spain’s Alastria network, a member of the board of the Wall Street Blockchain Alliance, and a senior advisor of the Global Payments Steering Group.
Julio’s career started out as chip designer, focusing on high performance analogue (full custom) and digital systems-on-chip as well as complex chip design platforms that led to more than 30 publications in international refereed forums.
He then worked for McKinsey & Co, where he specialized in Banking serving many of the top financial institutions in Spain, Europe and LatAm. In 2007 he joined Santander, where he has played corporate leadership roles in Investment Banking, Consumer Finance, and IT & Operations, and has participated in many of Santander’s acquisition processes during the last years.
Julio is a Telecommunication Engineer (UPM-Spain), PhD in Computer Science (UAM-Spain), and MsC in Management of Technology (MIT-Sloan). He is also a part-time entrepreneur working on capital markets technology startups, focusing on low latency algorithmic trading in Fx markets.
“UNLOCK” The Blockchain Forum
In light of both the magnitude of the Blockchain and its effect on the global landscape economic and otherwise, as well as the leading role that Dubai is taking on when it comes to implementing and building the Blockchain ecosystem, Al Iktissad Wal Aamal in partnership with Smart Dubai launched the first series of the UNLOCK Forum between January 14th-15th 2018 at Ritz Carlton Hotel DIFC.
The forum discussed how governments and private institutions in the MENA region can use blockchain applications to create a more efficient, competitive, smart government, smart economy and reinvent businesses. The implications of blockchain on the future of jobs, governments, as well as the governance model needed to regulate it. The event will also discuss how we can create an innovative entrepreneurial setup for encouraging startups in the blockchain domain. Finally the Forum reviewed the achievements of Dubai Government in implementing and piloting Blockchain solutions as well as their future plans.
The event featured international well renowned experts and speakers on Blockchain covering different sectors, topics and strategies. It also included home grown Blockchain companies in Dubai and elsewhere.
