Mazen Rasamny

Biography

Mazen Rasamny is the Managing Partner of Rasma Legal and an accomplished legal professional with over 23 years of experience advising on complex transactions across the MENA region. His practice spans banking and finance, M&A, fintech, digital assets, corporate restructuring, and advanced technology-driven sectors. Throughout his career, Mazen has successfully closed a significant number of high-value deals across industries including banking, logistics, healthcare, construction, telecommunications, and fintech, and has led several landmark regulatory licensing and digital asset infrastructure projects in the UAE, including national stablecoin, payments, and real-world asset tokenization initiatives. Under his leadership, Rasma Legal has reached major milestones in regulatory licensing, particularly within the fintech and virtual asset space, including advising a consortium led by First Abu Dhabi Bank and International Holding Company on the regulatory structuring and in-principle approvals for an AED-backed Digital Dirham stablecoin ecosystem before the Central Bank of the United Arab Emirates; securing payment services and card scheme licenses for cross-border and acquiring businesses; and guiding real-estate tokenization platforms to in-principle approval under the Dubai Virtual Assets Regulatory Authority framework within the Dubai World Trade Centre. Mazen is a trusted advisor to commercial and investment banks, payment service providers, asset managers, funds, fintech companies, and virtual asset service providers. In recognition of his contributions, Mazen was named among ALB’s Super 50 MENA Lawyers 2023 and awarded “Digital Assets Lawyer of the Year” in 2023 and 2025.
